What Is the Cheapest Health Insurance in Florida?

Florida sells more marketplace plans than any other state on the federal exchange — 7,569 of them, and a separate rating area for every one of its 67 counties [1,2]. The cheapest premium a 40-year-old can buy runs from $5,121 a year in Brevard County to $11,389 in Monroe, which is the Keys [1,2]. More choice does not make the choice easier: for a year of managing type 2 diabetes, buying the cheapest premium costs $1,000 or more in 58% of Florida counties, and for a year containing a birth it costs more in every single one of the 67 [1,2]. Below is each county, with the cheapest-premium plan, what it actually costs across a year of care, and the plan that beats it — named, from the CMS plan year 2026 filings.

1. The short answer

The cheapest marketplace health insurance in Florida costs $5,121 a year for a 40-year-old, in Brevard County. In the large metros: $6,020 in Miami-Dade, $6,014 in Broward, $5,950 in Palm Beach, $5,740 in Hillsborough, $6,017 in Orange, $6,015 in Duval.

The state's ceiling is a long way above that. Monroe County — the Keys — starts at $11,389, 2.2 times Brevard's floor for the same product in the same state [1,2]. Monroe has 33 plans on sale; Orange has 206. A small isolated market prices like one, and Florida's decision to give every county its own rating area [1,2] means that shows up undiluted.

2. The largest plan field on the federal marketplace does not make this easier

Florida files 7,569 plans, more than any other state on the federal marketplace [1,2] — the state exchanges publish no comparable count, so this is a claim about the federal marketplace and not about the country [1]. That sounds like an advantage and mostly is not, because a wider field gives the lowest-premium plan more ways to be beaten rather than fewer.

In Miami-Dade, the cheapest premium is Oscar's Bronze Simple Breathe Easy at $6,020 a year, with a $9,000 deductible. Add a year of managing type 2 diabetes and the filed cost-sharing brings it to $11,200. UnitedHealthcare's Bronze Standard costs $7,127 — $1,107 more in premium — and the same year costs $700 on it, for a total of $7,827. The gap is $3,374 a year, and the cheapest-premium plan ranks 41st of the 188 plans on sale [1,2].

For a birth year it is worse and it is universal: the cheapest-premium plan loses in all 67 counties, by a median of $5,017 [1,2]. Volusia is the extreme at $7,195, where the plan that wins is a Gold one from Oscar.

For a fracture year, none of this applies — the gap never reaches $1,000 anywhere in Florida [1,2]. If you expect a quiet year, buy on price and stop reading.

These price one buyer, a single 40-year-old, at full price; family and tobacco rating move them, and a subsidy lowers them all, changing the ordering only where it covers the cheapest plan outright [1,3,4]. The three care scenarios are CMS's own stylised courses of care, which makes counties comparable but is not a forecast of your year. And they say nothing about networks or formularies — check both before buying anything named here.
